Vessel Security Procedure

I.              Purpose
To describe vessel security procedure

II.            Scope
Vessel which not applicable with SSP under PT. xxxxxxxxx

III.           Responsibility
Master on board vessel

IV.          General Requirement for Security
Throughout the vessel’s stay in port / At Sea a safety / security watch will be maintained during both day and night:

a.    Provide security information to all crew members and any security personnel that includes the security level and any specific threat information..

b.    Assign crew as safety / security watch or patrols.

c.  Access points are secured (doors in escape routes must be capable of being opened without keys from the direction for which escape is required) or continuously attended to prevent unauthorized access.

d.    Limit Entry to the vessel to a minimum number of access points.

e.    Light is provided to allow crew members to see beyond the vessel, both pier side and waterside; including areas on and around the vessel.

f.     Underway or in port – maximum lighting available consistent with safe navigation and international regulation.

g.  Verify reason personnel are embarking the vessel by using work orders, pilot orders, surveyor‘s orders, visitor badges, government identification, or other means, and recorded in Visitor Log Book.

h.   Inspect persons, baggage carry-on, and personnel gear for prohibited weapons, narcotics, bomb and explosives.

i.    Routinely check cargo, ship stores, and cargo spaces prior to and during cargo handling.

j.      Refuse to accept unaccompanied baggage on board.

k.   The Safety / Security Watch shall monitor the condition of the vessel’s moorings regularly and adjust them as necessary. The effect of tide / rise and fall / wind and passing vessels.

l.   The safety / security watch must undertake periodic inspections of the vessel, having particular regard to the early detection of fire in parts of the vessel where fire may otherwise go undetected until well established. The safety/security watch will regularly check running of equipment as instructed by the Chief Engineer.

m. The safety / security watch shall ensure the readiness for emergencies / fire accidents.

n.    The safety / security watch shall ensure the safe access between ship and shore is maintained.

o.  The safety / security watch must make sure that unauthorized personnel do not board the vessel.


V.            Restricted Areas

1.            Restricted Area Policy

It is PT xxxxxx policy that all designated restricted areas are locked, unless the Master, or in the case of the engine control room and engine room the Chief Engineer, decides that for operational reasons it is necessary to have them unlocked. Restricted areas will be inspected during each security patrol.

The following have been designated as Restricted Areas:
1.    Navigation Bridge / Communication and Navigation Centre
2.    Crew Accommodation Rooms
3.    Engine Room
4.    Provision Stores
5.    Steering Gear Room
6.    Store
7.    Other designated area by company

2.            Designated Restricted Area Signs

Each Designated Restricted Area is distinctly marked with a placard mounted (using A4 placard size) with the words “RESTRICTED AREA AUTHORIZED PERSONNEL ONLY” in red letters at least 2-cm high (proportional) on a white background. The sign should also indicate that unauthorized presence within this area constitutes a breach of security.

No persons other than employees, authorized customer representatives, certain government or similar regulatory officials or authorized service personnel are allowed onboard a company vessel. The Master and officers must ensure that no unauthorized visitors board a company vessel under his command with no permission and not filling VISITOR LOG BOOK.
